Conservative Influence in America

A fifty-year reconstruction: from Goldwater's defeat to Project 2025.

TL;DR

A chronicle of how the modern conservative movement built durable institutional power across five decades, from the 1964 Goldwater crucible and the 1971 Powell Memo, through the think-tank and dark-money build-out (Heritage, AEI, DonorsTrust), the Federalist Society's capture of the judiciary under Leonard Leo, Citizens United, and McConnell's procedural warfare.

The 85 Fund's own Schedule O explicitly admits operational dependence on CRC Advisors, Leo's c4 grant-maker writes that Leo's for-profit firm IS its staff

    2 pieces of evidence

CRC Advisors is not a vendor selected after market comparison, it is the de facto operational arm of The 85 Fund. The two organizations share Leonard Leo as chairman. 85 Fund is a 501(c)(3) grant-maker that legally must avoid private inurement; CRC Advisors is the for-profit firm receiving those grants as 'consulting fees.' 85 Fund's own filing admits the relationship is structural, not transactional. This is self-dealing in writing. Why it matters: Provides a smoking-gun receipt from the donor's own IRS filing for the self-dealing pattern that journalists (CREW, ProPublica) have alleged but the network has denied. The 85 Fund 'voluntarily adopted procedures' language is the IRS-form admission that the conflict needs to be papered over. Confirmed

CRC Advisors is the #1 centrality hub ($100M financial in-degree) in the 990 graph BUT only $45K in direct FEC Schedule B reporting, confirming it is paid via c4 grants, not committee disbursements

    3 pieces of evidence

CRC Advisors is paid almost entirely through the conservative c4 ecosystem (Concord Fund $6M Jul22-Jun23 per CREW; 85 Fund + Concord cumulative $18M through 2022 per Wikipedia; Protect Women Ohio $10M+ in 2024). The FEC committee disbursement layer captures essentially none of this. Anyone using FEC data alone to measure consultant influence would conclude CRC Advisors is a minor $45K firm. Anyone using 990 data alone would see a $100M hub. Only by joining both layers, what this investigation just did, does the laundering pattern become visible. Why it matters: This is a textbook case of why money tracking limited to one disclosure regime (FEC, IRS 990, or state) badly understates the real flow. The Leonard Leo network is engineered to route through 501(c)(4)s precisely so FEC visibility is minimized.

Neil Corkery operates BELOW the 990 reporting threshold across the Leo network, bookkeeper at Marble Freedom Trust, CFO at CRC Advisors, former president of Catholic Association Foundation, former leader of The 85 Fund, and yet NEVER appears in our ein_990_officers table

    3 pieces of evidence

Form 990 only requires disclosure of officers above the highest-paid threshold and named board officers. Neil Corkery, by functioning as a contractor/bookkeeper rather than employee, and operating across multiple entities, stays below every individual entity's disclosure threshold. This is a known governance pattern that produces invisible operational power. Why it matters: The investigation needs to know that the canonical-entity-officer layer systematically misses the people who actually run the day-to-day operations of multi-entity networks. Any 'who's in charge' analysis based purely on 990 officer disclosures will undercount Neil Corkery and people like him. Source: User research + this investigation 2026-05-25

Ten-firm Republican ad/mail/media-buy vendor oligopoly absorbs the conservative dark-money pipeline at the wholesale layer

    5 pieces of evidence

This is the wholesale conversion layer of the conservative movement finance graph. The c4/c3 origin shells (Marble Freedom Trust, The 85 Fund, Concord Fund, Citizens for Sanity, American Commitment) and the FEC outlet committees (RNC, NRCC, NRSC, MAGA Inc., Trump committees, leadership PACs) all funnel through a small fixed set of vendors that converts cash into mail, calls, digital, and broadcast. The cluster is structurally invisible from any single org-side investigation because each vendor appears as one line item among many; only by joining FEC + 990 contractor data across the entire network does it surface as an oligopoly. Of the ten, only CRC Advisors is currently profiled in this registry; the other nine are operating at nine-figure scale unobserved. Why it matters: Identifying the vendor layer turns the conservative dark-money pipeline from a graph of opaque c4 grants into a sourceable, hard-filing-backed list of named recipients with FEC EIN and Schedule B citations. Investigators following any specific c4 (e.g. Citizens for Sanity to Flexpoint, registry-adjacent via finding-2026-05-28) can pivot through the vendor to identify what was actually purchased (broadcast buys, mail runs, digital placements). Reporters and litigators (FEC complaints, state AG actions on c4 expenditure) gain a finite target set: ten firms, ~$1.29B in disclosed payments. The cluster is also where a coordination case would be built: shared vendor + shared timing + shared messaging across nominally independent c4 and PAC entities is the legal substance of an in-kind-coordination claim. Ten Republican-aligned ad, mail, and media-buy vendors (Targeted Victory, Flexpoint Media, Mentzer Media, The Lukens Company, HSP Direct, Jamestown Associates, The Prosper Group, Creative Direct, Conrad Direct, CRC Advisors) form a wholesale conversion layer at the bottom of the conservative network: they collected ~$847M from 828 distinct FEC committees (2019-Mar 2026) plus ~$447M from the largest 501(c)(4)/(c)(3) conservative shops on disclosed IRS 990 contractor schedules (tax years 2013-2024), yet only one of the ten (CRC Advisors) is currently profiled in key_findings_registry.

Five decades of institutional build-out, left (1960s) to right (2020s).

The story

From defeat to machine

Goldwater's 1964 loss catalyzed a coalition; the 1971 Powell Memo signaled business mobilization. The 1970s–90s saw the build-out of a permanent infrastructure: Heritage and AEI as intellectual powerhouses and personnel pipelines, and DonorsTrust as the primary dark-money pass-through funded by mega-donors (Uihlein, Koch, DeVos).

Capturing the judiciary

The Federalist Society grew into the 'de facto selector' of Republican Supreme Court justices; Leonard Leo built the machine that vetted and confirmed them. Citizens United (2010) then equated corporate spending with speech and birthed Super PACs.

Procedural warfare

McConnell's divergent handling of the Garland (2016) and Barrett (2020) vacancies institutionalized the weaponization of Senate rules, what McConnell called 'the most consequential decision of my career.' This entry is a timeline-style overview; each era links to a deeper investigation.

Draft, this is the connective 'spine' piece; consider linking each node to its dedicated investigation.

Circular Funding Analysis: Cleta Mitchell Network

Objective: Trace financial flows between organizations to identify circular funding schemes, common paymasters, and self-dealing.

1. Validated Flows

1.1. 1792 Exchange -> United Charitable

  • Amount: $7,190
  • Source: 1792 Exchange 2023 Form 990 (Line 1, Part IX)
  • Context: Grant to domestic organization.
  • Analysis: This is a small amount, possibly a fee for a Donor Advised Fund (DAF) account. If 1792 Exchange has a DAF at United Charitable, it could be a conduit for anonymous funding.
  • Next Steps: Check United Charitable 990s for incoming grants from 1792 Exchange or outgoing grants to network entities.

1.2. The $244,944 Question (CPI <-> SFOF/SFCN?)

  • Internal Note: A previous report (Mitchell Financial Network Red Flags.md) mentioned a $244,944 intercompany balance.
  • Status: UNVERIFIED.
  • Investigation:
    • Searched 1792 Exchange 2023 990: No mention of $244k.
    • Searched SFCN (State Freedom Caucus Network) 2023 990: No mention of $244k.
    • Hypothesis: The figure might be in the SFOF (State Financial Officers Foundation) 990 or the CPI (Conservative Partnership Institute) 990.
    • Action: Locating SFOF and CPI 990 files in 14DocsandFiles.

2. Potential Schemes

2.1. Common Paymaster / Leased Employees (The "Compass" Hub)

  • Evidence:
    • CPI Summary Findings: CPI provides shared resources including "discounted real estate, accounting (Compass Professional Group Inc.), legal representation (Compass Legal Group)."
    • Key Personnel Overlap: Ed Corrigan (CPI, SFCN), Mark Meadows (CPI, SFCN), Paul Fitzpatrick (1792 Exchange).
  • Hypothesis: CPI uses the "Compass" entities to centralize expenses and staff, billing back independent 501(c)(3)s. This allows "independent" groups to operate with minimal dedicated staff while relying on CPI's infrastructure.
  • Risk: If these services are provided at below-market rates, it could be an impermissible private benefit or contribution. If above market, it's self-dealing.
  • Next Step: Search for payments to "Compass Professional Group" or "Compass Legal Group" in the expenses of 1792 Exchange, SFCN, and SFOF.

3. Organization Catalogue

  • 1792 Exchange: Review complete.
  • State Freedom Caucus Network (SFCN): Review complete.
  • State Financial Officers Foundation (SFOF): PENDING (File empty, searching for 990).
  • Conservative Partnership Institute (CPI): PENDING (Summary found, searching for detailed 990).
  • Compass Professional Group Inc: NEW TARGET.
  • Compass Legal Group: NEW TARGET.

Research Analysis - Network Analysis

Analysis Date: 2025-10-27 10:10:04 Entity Type: Organizations

Certainly. Below is a detailed organizational and network analysis of the content titled "Sources" authored by Cody L Hall, focusing on the key aspects requested: structure, funding, political connections, network mapping, and influence operations — with a particular emphasis on financial flows, political ties, and relationships relevant to advancing Christian nationalist political objectives.

Organizational Analysis

1. Structure & Leadership

  • Key Figures Identified:

    • Cleta Mitchell: Prominent conservative attorney involved in election-related legal efforts; connected to Bradley Foundation and Trump campaigns ([refs 16, 43, 94-95]).
    • James Dobson: Founder of Focus on the Family, a major evangelical Christian organization with considerable influence in conservative Christian circles ([refs 3-8]).
    • Charlie Kirk: Founder of Turning Point USA (TPUSA), a youth-oriented conservative political group promoting MAGA and Christian nationalist themes ([refs 46, 48, 149-150]).
    • Richard Uihlein: Billionaire donor who has contributed nearly $49 million to pro-Trump PACs and related entities ([refs 11-12, 52-54]).
    • Heather Honey: Election conspiracy theorist appointed to DHS leadership position overseeing election security efforts ([refs 26,175-183]).
  • Organizational Hierarchy & Board Members:

    • The Bradley Foundation is highlighted as a major funder with board documentation noted ([ref.40]), employing individuals like Cleta Mitchell.
    • Conservative Partnership Institute (CPI), founded by Jim DeMint (former Senator), acts as an institutional hub for right-wing organizing ([refs18-19,25-26]).

2. Funding Sources

  • Major Donors & Grantmakers:

    • The Bradley Foundation funnels tens of millions annually into right-wing litigation and policy groups ([refs40-42]).
    • DonorsTrust serves as a "dark money ATM," channeling over $123 million in one year to conservative organizations; it acts as a donor-advised fund masking original donor identities ([refs17,18,22]).
      • Included are very large anonymous donations upwards of $425 million into dark money networks related to this ecosystem ([ref23]).
      • National Christian Foundation also functions as an influential donor-advised fund supporting such causes quietly ([ref4 in Ziklag Timeline]).
  • PACs & Political Committees:

    • Restoration PAC is listed among political action committees receiving funding from billionaire donors like Uihlein ([ref39]).
  • Other Revenue Streams:

    • Membership dues or contributions from affiliated religious or advocacy groups (e.g., Focus on the Family).
    • Legal services fees via Compass Legal Group linked to CPI and America First Legal Foundation.
  • Financial Transparency Issues:

    • Reliance on Donor Advised Funds creates significant opacity.
    • Use of shell nonprofits (e.g., Ziklag) obscures direct money flow.
    • Tax filings analyzed by ProPublica and EXPOSEDbyCMD reveal massive untraceable cash injections.

3. Political Connections

  • Government Contracts & Positions:

    • Appointment of Heather Honey (an election conspiracy theorist) into DHS leadership role overseeing election security indicates direct government access/use of government resources for political ends ([refs26,175–183]).
    • CPI has ties with former Senator Jim DeMint; reportedly influential within GOP policy circles.
  • Lobbying & Endorsements:

    • Groups like Alliance Defending Freedom engage heavily in legal advocacy supporting conservative Christian causes including judicial nominations impacts [refs9–16].
    • Trump-aligned organizations utilize these networks for electoral influence; e.g., Turning Point USA's rise under Trump’s endorsement [ref149].

##4. Network Mapping

The ecosystem comprises interconnected organizations acting across political advocacy, legal challenges, media messaging:

Organization / Entity Type Connections / Notes
Bradley Foundation Major Funders/Foundation Grants to litigation/media/policy groups
DonorsTrust Donor-Advised Fund Channeling dark money
Ziklag Secretive Nonprofit Ultra-conservative Christian network
Focus on the Family Evangelical Org Founded by James Dobson; social conservative base
Alliance Defending Freedom Legal Advocacy Litigation arm pushing religious/conservative agenda
[[Conservative Partnership Institute]] (CPI) Policy/Advocacy Org Founded by Jim DeMint
America First Legal Legal Action Group Linked to Stephen Miller; suits challenging voting rights
Turning Point USA Youth Conservative Org. Led by Charlie Kirk; pro-Trump activism
EagleAI Network Voter data tool Election integrity claims
Restoration PAC Political Action Committee (PAC) Receives billionaire donations

Connections are often reinforced through shared donors (Uihlein family), personnel movement between groups (Mitchell’s involvement), coordinated campaigns against voter registration tools like ERIC.

##5. Influence Operations

  • Media Presence: Gateway Pundit and other far-right outlets propagate narratives undermining ERIC voter database legitimacy [ref5].

  • Policy Advocacy: Aggressive campaigns against ERIC voter roll maintenance compact led several states (Louisiana [refs108–113], Ohio [refs123–127]) to withdraw from it following disinformation spread.

  • Electoral Activities: Coordinated mass voter challenges led by America First Legal and others aiming at suppressing or challenging votes ahead of elections [refs122–166].

Key Research Questions Analysis

What are the primary funding mechanisms?

  1. Large-scale donations through anonymous or obscure channels such as:
    • Donor Advised Funds including DonorsTrust (~$123M+ yearly funneling)
    • Private foundations like the Bradley Foundation
  2. Billionaire individual donors such as Richard Uihlein injecting tens of millions directly into PACs
  3. Revenue from legal services provided via affiliated law firms/groups
  4. PAC contributions funneled through Restoration PAC among others

Which political figures or government entities are connected?

  1. Former Senator Jim DeMint — CPI founder
  2. Cleta Mitchell — attorney closely tied to Trump campaign efforts
  3. Heather Honey — appointed DHS official involved in election security under Trump administration
  4. [[Stephen Miller]] — connected via America First Legal
  5. Charlie Kirk — TPUSA founder with close linkage to Trump’s electoral strategies

How does this organization fit into the broader network?

It is embedded within a constellation often termed "The Right Wing Machine," tightly knit around:

  1. Dark money networks funneling undisclosed funds
  2. Evangelical-Christian leadership pushing Christian nationalist ideology
  3. Strategic use of litigation organizations challenging voting rights/laws
  4. Media outlets disseminating disinformation narratives aligned with MAGA politics

What are their stated vs actual political objectives?

Stated Objectives:
Promoting election integrity, safeguarding voter rolls from fraud.

Actual Objectives:
Suppress opposition votes through misinformation campaigns targeting voter databases like ERIC; advancing an ultra-conservative Christian nationalist agenda aiming at reshaping American democracy per “Seven Mountain Mandate” theology.

Network Analysis Priority Findings

Personal / Financial / Organizational Connections Mapping

  • Richard Uihlein → Major donor → Restoration PAC + multiple dark money orgs
  • Cleta Mitchell → Attorney → Bradley Foundation + America First Legal + [[Conservative Partnership Institute|CPI]] + EagleAI network
  • Charlie Kirk → TPUSA Founder → linked with [[Elon Musk]] coordination for outreach/dark money inflows
  • Heather Honey → DHS official ← former activist promoting discredited election conspiracy theories

Potential Conflicts of Interest

Heather Honey's appointment at DHS represents regulatory capture potential given her prior activist role against voting integrity institutions.

Donor advised funds obscure original sources creating lack of accountability.

Legal firms providing services while simultaneously lobbying/advocating create blurred lines between private gain and public interest.

Money Flows & Influence Pathways

Anonymous mega-donations enter through DonorsTrust/National Christian Foundation → cascade grants/payments toward litigation groups (Alliance Defending Freedom), advocacy institutes ([[Conservative Partnership Institute|CPI]]), media propagandists → culminating in coordinated voter suppression/election denial campaigns.

Billionaires inject cash directly into politically aligned PACs that fund grassroots mobilization efforts via TPUSA or similar groups promoting MAGA ideology fused with Christian nationalism.

Coordination Patterns & Shared Messaging

Consistent anti-voter-roll messaging targeting ERIC across multiple platforms:

  1. Gateway Pundit articles sparking state withdrawals from ERIC
  2. Coordinated mass challenge lawsuits using same legal playbooks distributed across states via America First Legal etc
  3. Shared theme promoting distrust in electoral processes justified through religious-nationalist rhetoric ("Biblical America").

Messaging amplified by sympathetic media personalities aligned with Trump/MAGA movement.

Government Access Points & Regulatory Capture

Direct appointments within DHS elevating activists like Heather Honey create insider influence shaping federal election security policy toward partisan ends—undermining traditional bipartisan oversight mechanisms.

Use of charitable tax exemptions extended or ignored under Johnson Amendment enforcement relaxation allows churches/faith-based orgs direct explicit political endorsements without penalty per recent IRS settlements discussed [ref168].

Critical Research Questions Answered

How does this entity advance Christian nationalist political objectives?

Through funding secretive ultra-conservative nonprofit networks like Ziklag that explicitly seek "Biblical America" transformation using strategic control over elections:

  • Mobilizing evangelical leaders (James Dobson legacy, Lance Wallnau's Seven Mountain Mandate).
  • Coordinating voter suppression/legal challenges aligned with faith-based authoritarianism.
  • Amplifying religious-nationalist messaging in cultural/mass media spheres via TPUSA et al.
  • Utilizing faith communities’ tax statuses for overt political campaigning post-Johnson Amendment relaxation.

What government resources or access does this provide?

Access includes:

  • Placement inside DHS responsible for federal election oversight enabling selective enforcement or politicized security narratives.
  • Influence over state-level officials persuading withdrawal from ERIC compacts weakening standardized voter roll maintenance systems.
  • Ability to shape judicial nominations influencing long-term legal landscape defending their agenda.

How does this fit into the broader influence network?

As one node within a sprawling "Right Wing Machine" encompassing:

  • Dark money foundations obscuring true donors,
  • Policy institutes driving legislative/political strategy,
  • Litigation arms enforcing restrictive voting laws,
  • Media outlets amplifying disinformation,
  • Religious networks providing ideological justification,

All synchronized toward empowering authoritarian Christian nationalist governance models favoring Trump-style populism.

What are transparency and accountability gaps?

Significant gaps include:

  1. Extensive use of donor-advised funds obscuring ultimate benefactors.
  2. Lack of disclosure regarding coordination between nonprofits/for-profits/lobbyists/legal firms.
  3. Appointments based on ideological loyalty rather than merit compromising impartial governance at federal agencies.
  4. Media ecosystems spreading falsehoods shielded behind free speech claims without accountability mechanisms.

Summary Table: Key Entities & Attributes

Entity Leadership/Key Figures Funding Sources Political Connections Role/Function
Bradley Foundation Board includes Cleta Mitchell? Grants ($86M+ annually) Supports right-wing litigation Major grantmaker
DonorsTrust Anonymous donors Dark money conduit Funds many right-wing orgs Obscures donor identities
Ziklag Secretive leadership Grants from above Linked to evangelicals/MAGA Ultra-conservative nonprofit
Focus on the Family James Dobson legacy > Religious donations > Evangelical leader > Evangelical advocacy
Alliance Defending Freedom > Multiple board members > Large private donations > Judicial nomination influence > Litigation group
Conservative Partnership Inst. Founder Jim DeMint > Donations/grants > GOP alignment > Policy think tank
America First Legal > Stephen Miller linked > Donations > Voter rights lawsuits > Litigation/legal advocacy
Turning Point USA > Charlie Kirk > Major donors including Musk/Uihlein> Pro-Trump youth mobilization > Grassroots activism

Conclusion

This content reveals an extensive ecosystem funded primarily through opaque dark-money channels funneling billions into overlapping nonprofits and politically active entities united by an evangelical-Christian-nationalist ideology focused on reshaping American politics around biblical principles combined with pro-Trump loyalty.

The network leverages financial secrecy mechanisms alongside strategic placements within government agencies like DHS ensuring regulatory capture that facilitates undermining democratic electoral processes—especially targeting tools designed for accurate voter roll maintenance such as ERIC—and aggressively pushing mass legal challenges aimed at suppressing opposition votes ahead of critical elections.

Transparency gaps remain profound due to complex donor-advised fund structures masking source wealth while long-standing personal ties among elite donors/leaders enable seamless coordination across policy institutes, legal fronts, media platforms and grassroots organizing arms sustaining what amounts to a well-funded authoritarian influence operation disguised under patriotic/family-values rhetoric but deeply invested in advancing a Christian nationalist vision for governance.

Officer Overlap & Personnel Matrix

Analysis Date: 2026-02-16 Focus: Cleta Mitchell Network (CPI, 1792 Exchange, SFOF, Bradley Foundation)

Executive Summary

The Mitchell Network exhibits a "hub-and-spoke" personnel structure where Cleta Mitchell serves as the central node, holding governance roles (Board/Secretary) across multiple organizations while receiving compensation primarily from [[Conservative Partnership Institute]] (CPI).

A second tier of operatives (Ed Corrigan, Paul Fitzpatrick) manage the daily operations of spin-off entities (1792 Exchange, SFOF) while maintaining close ties to the CPI mothership.

1. The Cleta Mitchell Nexus

Organization Role Status Compensation Note
CPI Senior Legal Fellow Employee Primary income source ($300k+ est)
1792 Exchange Secretary Officer Uncompensated? (Filed "Care of" her)
Bradley Fdn Board Director Director Typical board fees ($30k-$50k range)
Elec. Integrity Net Chair/Founder Chair Program under CPI umbrella
FAIR Elections Fund Chair Chair New entity (2023)

Red Flag: Cleta Mitchell is the "Care-of" addressee for 1792 Exchange's tax filings, effectively controlling its mail and administration from her CPI office, despite independent leadership listed.

2. Key Operative Overlap

Ed Corrigan (The Operator)

  • CPI: President & CEO (Primary Exec)
  • 1792 Exchange: No official role listed, but publicly leads coalition
  • SFOF: Organizer of "Anti-ESG" letter campaigns overlapping with SFOF mission

Paul Fitzpatrick (The Frontman)

  • 1792 Exchange: President & CEO ($286,436)
  • SFOF: Frequent panelist/speaker (Unclear if compensated)
  • Previous: Chief of Staff for Mark Meadows (linking back to CPI)

Mark Meadows (The Heavyweight)

  • CPI: Senior Partner
  • SFOF: Keynote speaker
  • Connection: Former boss of Paul Fitzpatrick (1792 Exchange CEO)

3. "Leased Employee" & Common Paymaster Indicators

The network likely uses CPI as a "Common Paymaster" or PEO (Professional Employer Organization) for its spin-offs.

  • Evidence: 1792 Exchange has $5.8M revenue but only 14 employees and Cleta is the mailing contact.
  • Pattern: Staff might be legally employed by CPI but "leased" to 1792 Exchange or Election Integrity Network, allowing [[Conservative Partnership Institute|CPI]] to subsidize these operations without direct grants appearing on Schedule I.

4. Unresolved Questions (Phase 2 Focus)

  • Does SFOF pay any consulting fees to [[Conservative Partnership Institute|CPI]] or its officers?
  • Is United Charitable (1792's sole grant recipient) paying any Mitchell network operatives?
  • Are Mark Meadows' legal bills being paid by any of these entities?
